ABSTRACT

In many situations, like technical rescue operations after a catastrophic event or when the level of damage suffered by buildings and infrastructures has to be assessed in the shortest possible time for whatever reason, the status of buildings cannot be evaluated fulfilling the requirements of consolidated and classic diagnostic techniques. As an example, all the needed target points cannot be measured and/or the complete and standardized data processing procedure is impossible. Furthermore, many fast-evolving emergency scenarios can occur, where the residual safety of buildings is almost exclusively evaluated on the basis of a visual inspection or personal experience. To improve the efficiency and reduce the subjectivity of such assessments, it is desirable to have recourse to measurement instruments for building diagnostics, taking into account the main operational issues occurring in such emergency and special conditions.

TOPICS

In particular, we encourage contributions that explore the following topics, but not only:

  • use of innovative or classic techniques for building diagnostics, applied to emergency scenarios;
  • development of simplified and quick procedures for building diagnostics in emergency situations;
  • validation techniques and uncertainty evaluation to ensure the reliability of the results;
  • simulation tools to improve the accuracy of measurements;
  • digital twin of scenarios and instruments.

In the light of these considerations, this Special Session aims to provide a contribution for the identification of techniques and procedures to support decision making in emergency situations.

ABOUT THE ORGANIZERS

Giulio D'Emilia is full professor at DIIIE (Department of Industrial Engineering and Informatics and of Economics) of the L’Aquila University (where he is responsible of the Labs for mechanical and thermal measurements). Prof Giulio D’Emilia is also Vice President of CEEES (Confederation of the European Environmental Engineering Societies) and responsible for L’Aquila University of many international cooperation agreements. Furthermore, he is operating for L’Aquila University the project “Lead The future”, a national initiative for dissemination of procedures and best practices of theoretic and experimental procedure in the field of environmental and social sustainability (Sustainability and Society 4 0). Prof. Giulio D’Emilia and his research group (composed by environmental, mechanical, managerial and information engineers) devote their activity to multidisciplinary and integrated applications. He is author or coauthor of more than 150 papers published on international and Italian journals, international and national conferences. In these papers the main results of his research activity are described, mainly concerning the development of new sensors, in particular of optical type, sensor integration in industrial scenarios and uncertainty management in complexes measurement processes. He got some experience in case studies related to the development of certified management systems for quality, environment, safety, food safety and maintenance. New engineering approaches are deeply studied, like lean manufacturing, six sigma, lean six sigma, ...

Donatella Dominici is Full Professor of Geomatic at the Faculty of Engineering of the University of L'Aquila. Her scientific career has developed after the PHD in Geodetic and Surveying Science on issues related to the control and deformation monitoring using GNSS techniques and remote sensing. She was until 2015 the program Coordinator for PhDs in » Recovery, land use and city planning » in the Department of Civil, Environmental Engineering and Architecture in the University of L’Aquila. She is a member of Scientific Technical Commission of CETEMPS ( Center study of Excellence). Finally she is the VIcePresidente of AFCEA ‘s Rome Chapter.
From 2009 to 2013 was Director of Summer School on “Surveying techniques and documentation for the interpretation of the architectural heritage affected by the earthquake" with IUAV (Venice) and University of Milan. She is a member of the Editorial Boarding of the Journal APPLIED GEOMATICS-Springer Verlag. She has been president of Spin off GITAIS s.r.l.

Antonella Gaspari is Assistant Professor in mechanical and thermal measurements, at the Department of Mechanics, Mathematics and Management, DMMM - Polytechnic of Bari (Bari, Italy), since 2021. She graduated in Management Engineering at University of L’Aquila (L’Aquila, Italy), in 2012. At the same University, in 2016, she obtained her Ph.D. in Mechanical, Energetic and Industrial Engineering. In 2014, she spent a study period at Fraunhofer IPK (Berlin, Germany), managing a research project dealing with vibration and acoustic emission measurements for condition monitoring of tool machines. She coauthored more than 60 scientific publications on international and Italian journals and conferences. Her main research activities concern the following topics: energy and product/process quality measurements and management systems in industrial scenarios; sensor-based condition monitoring applications for machines and apparatuses; development of tools for experimental data processing and measurement-based decision-making activities.

Stefano Marsella. General manager. Director of the Italian National fire corps Central directorate for prevention, he works for the National fire corps since 1988, in Venice and in the National office for fire protection rules. He was then appointed as Chief of the HQ of Arezzo in 2003, Chief of the National IT office of the CNVVF, Director of the National fire academy, and Chief of the HQ of Perugia. Member of the NFPA 909 and 914 committees on cultural buildings fire protection and 1616 on Mass evacuation, he managed for CNVVF several EC projects. He published 3 books and several papers.

Marcello Marzoli, fire captain, master's degree in aerospace engineering, since 1990 he has been working for the Italian Ministry of interior, Department of fire corps. He has been working at the National control centre, Air service, IT office and now at the National fire academy. Since 2001 he has been working on several European and National R&D projects focussed on satellites, indoor location, control centres' interoperability and mass evacuation. He has been appointed as EC expert evaluator and to serve on the NFPA Committee on Mass Evacuation and Sheltering. Inventor and assignee of Italian patents, he has published several papers.

Emanuela Natale is Assistant Professor in Mechanical and Thermal Measurements, at the Department of Industrial and Information Engineering and Economics (DIIIE) of the University of L’Aquila. She has been working as a researcher at the DIIIE since 2001. She got a Ph. D. degree in Mechanical Engineering in 2004. She obtained the National Scientific Qualification to function as an associate professor in Italian Universities in 2018. She currently works as Assistant Professor at DIIIE, in the field of Mechanical and Thermal Measurements. She is a co-author of more than 85 papers published in international and italian journals and conferences. In the last years, her research focuses, in particular, on condition monitoring and diagnostics of industrial systems, uncertainty assessment for complex measuring systems, inspection techniques based on vision systems and Artificial Intelligence, sensors calibration issues, in particular with reference to digital sensors.
